So you're into a woman, but she isn't giving you the signs for an open playing field? Sometimes you need to read between the lines. Ladies are not primitive beings and the signs aren't always so clear.
If a lady holds your gaze, laughs at your silly jokes or lingers for further conversation, then the answer is easy. More often than not, however, you may catch a woman avoiding eye contact with only you at the table. You may catch her giving you quick answers. If she keeps is caught staring at you or smiles often and flirts with you, what is the point of this question? Merely take charge and ask her out.
But if she really likes you and feels less confident with her odds, you must identify and act accordingly. Don't push, or you may intimidate. Play it cool and be very soft with her (even if it's in contrast to how you are with others). The kitten must be coaxed slowly. Subtly take charge. Keep the ball in your court because she isn't yet comfortable calling your phone or emailing you. You get the number. You call. You make the plans.
Be careful, however, not to confuse this with disgust. If you've expressed a political standing, chauvinistic viewpoint, etc, then you must respect that she won't look at you because she can't stand you. Cut your losses and walk away.
